I suspect that means “Obama vows to do all his smoking off-camera.” The public mood is so extraordinarily anti-smoking in the States, people were shocked to hear he’s a smoker. Everybody’s on the right has been rubbing hands together with glee, waiting for the first snapshot of the man with a butt in his mouth.
